Hi Adam,
Why dont you just load the GPX file from your machine into JOSM, by
clicking the open file icon.
Then when you click on the download icon, JOSM will automatically
download either raw GPS (GPX) data or OSM vector data for the area
which you can see?

Not quite sure what you mean by this? Is this data that you have
loaded into JOSM? Perhaps it is a projection issue? In JOSM click on
Edit > Preferences > Map settings and change projection to Mercator
and see how the data looks.

I don think that JOSM supports this feature.
