[OSM-talk] How do I install JOSM plugins in Windows?

Please could someone tell me how to install the JOSM .jar plugins under
Windows. I tried putting them in a folder called plugins in the same folder
as the java-latest.jar as the download page implied, but it doesn't
recognise them (at least, there is nothing new in the preferences plugin
tab). Do I need something else, like an environment variable or something?
