I'm also in favor of a model without segments.
But considering the actual system, I think it's better to show
orphan-segments (segments that are not part of a way) in maps.

Yes, areas with only orphan segments are work in progress. I totally agree.
It's sad that osmabrowser didn't display anything for such an area. If
those segments where displayed then everybody could see that part of the
job is done here but not finished.

I add some segments on the map for roads I don't know anything about,
based on tracks given by friends and co-workers (and I will have more
and more soon. I just ordered a naviGPS to lend them). To see all those
segments in osmabrowser or other apps that use the default osmarender
settings, I had to make ways (ok) and mark them highway=unclassifed.
I put false tag (those roads are not "unclassified" at all) for friends
and co-workers to see them on the maps available online !
It makes much more sense to display them as "work in progress" (with a
special color and line style).
