According to the wiki,
http://wiki.openstreetmap.org/index.php/Proposed_features:
"Once the feature has been available for review and discussion for a
reasonable period of time (at least 2 weeks, longer if there is heated
discussion), then open it for voting and nominate a closing date.
Before putting it to the vote, a proposed feature should be fully formalised
to the standard required on Map Features
If, at the end of the voting period, there are a majority of votes in favour
then promote it to the Map Features page. "
