Osmarender should probably follow the decisions made on the
Proposed_features/Map_features pages, though there's no harm in putting stuff
on the SVG_Symbols page and using them yourself in the meantime. I don't know
what the etiquette is in terms of starting a vote, but for uncontroversial
items maybe you could start votes, poke people to participate, and once
they're closed indicate the decision on the SVG_Symbols page so Etienne can
merge the symbol into the release versions?
As for the symbols for civic centres / arts centres / museums, that discussion
should probably stay on the wiki page:
http://wiki.openstreetmap.org/index.php/Proposed_features/Civic_centre
