So this makes a list of Wikipedia coordinates quite equivalent to
the lists from the Geonet names server.
I think that OSM's risk of being accused by map makers is much
reduced by having Geonet and Wikipedia act as middle men.
Wikipedia is in reality one big potluck party of facts copied from
various sources.

And we could point to Geonet and Wikipedia as our source for the
gazetteer, just as much as any other sources.
