I do have a very "prototype" application going where I can import an 
image in a number of formats, geo-reference it, overlay GPX and 
certain OSM data and then digitise OSM nodes (just nodes at 
present).  I'm currently working finishing the node digitiser and on 
a "nudge" facility so that I can re-align landsat data with GPX data.

It does seem to me, though, that image backdrop import in JOSM would 
be the way to go as all the other tools are there.
