in germany the other way around is valid as well: There are footways
where cyclists have to stay away. Furthermore, bike is not bike. Some
footways will be OK for trekking or mointain bikes, but not for sports
bikes with super slim line wheels.
I'm not familiar enough with OSM yet, but wouldn't it make sense to tag
the segments as detailed as possible? Couldn't a segment be pedestrians
only, bikes only or even tagges as foot, bike and car at the same time?
The more detailed this info is, the better routing will work one day
("calculate route for pedestrian", "calculate route for cyclist",
"calculate route for car"). Just my 2 cents.
