I've hit that several times. Someone (I think maybe Imi) suggested that I save
to disk and reload. That seems to work fine as a workaround, albeit rather a
pain at times.

So, procedure goes something like:

  start josm
  load from disk
  get to right area
A download
B hit bug
  save
  quit + restart
  continue editing without download (previous download got any changes)

...assuming time period between A and B is not too long! IME I normally hit that
bug pretty quickly though.
