Currently, for recyclenow.com, they license the list of recycling
locations from a company called Valpak (valpak.co.uk). recyclenow.com
doesn't own the list of recycling locations, so they can't release it
under the same licence as OSM.

So, their options are:
1) Licence a bunch of recycling data from valpak
2) Lay it on top of google maps
3) Help people recycle

or:
1) Licence a bunch of recycling data from valpak
2) Not be able to lay it on top of OSM maps, as they can't give away the
     valpak data that isn't theirs
3) ??????

Does anyone see the snag here?

I'd really like recyclenow to be able to use OSM data (around Oxford, we
have better coverage of the new flats than the other online mapping
providers, and we wouldn't put the location of my nearest recycling point
nicely in the middle of the river thames). As it stands, people can't
produce a map which contains OSM data, and data they don't have the rights
to CC-SA. I think that's a problem.
