When I draw maps in OSM, I get the copyright, and by submitting to
OSM I agree to license under CC-SA-BY. But OSM doesn't own the
map and cannot decide to license it under some other conditions,
i.e. dual licensing. Only I, the copyright owner, can do that.
Of course, OSM knows who did what, so it can easily isolate the
parts made by people who agree to dual licensing. I might be
among those who agree to dual licensing. But OSM cannot assume
that everybody will.
