If the data is SA'd then derivatives of it must be SA'd. This assumes that
geodata can be SA'd.

If you allow data to be restricted (which Public Domain or BY do), then 
you are
allowing others to create monopolies. BY-SA alows data to be used in any way
that does not create a monopoly.

BY-SA doesn't cover trademarks, so artisanal cartographers can protect their
brand name and prevent direct copying to some extent at least by using
trademarks.
