Rob, are you implying here that derived works do or do not have to be
published under the same license (BY-SA) as the data from which they are
derived?

In some ways I think we do want the data to escape. The objectives of the
foundation are to promote the creation and use of free data, not to create
or preserve some kind of monoply.
