It is possible to do this (the technology is not limiting) but it is very
likely that segments will be going away soon (don't panic, they'll get
converted to ways) so we really need to get people thinking about things and
marking up things as ways not as individual segments.

There is a setting in the rules file that will cause segments to be rendered
- but it would be much better to start making ways.
