Hello Marc,

I found a bug this morning which caused this behaviour if the XML config file 
was not present.

If you download the jar file from www.free-map.org.uk/downloads/josm now, you 
should find this bug is fixed, and you can specify, from the Preferences 
dialog, where your XML rules file is.
