Hi,

That was my decision when writing the initial layer.conf config file  
for the layer-supporting tilesGen.pl. I thought that, in terms of  
maplint information, zoom levels 17 and 18 didn't really add  
information (you can see anything of relevance on level 16 already) -  
but adding a 17th level would still have about doubled data transfer  
and storage requirements. So I decided against.
