[OSM-talk] Bilingual street names

How are people dealing with bilingual streetnames, such as this one?

Map features suggests using a fairly confusing (IMO) range of 'common
default', 'international', 'national', 'regional', and 'local' names,
but in my case I'm not sure which ones to go for. Specifically, I do
occasional mapping of Wales (more so this summer, I suspect) and most
streetnames are bilingual, often, but not always, direct translations.
How does one tag these logically.
I have seen people using country code tags elsewhere, which would be the
obvious best solution, but that doesn't work here, as there is no ISO
code for Wales.
