It turned out to be a bit more complicated than I thought, because I
now have to add tags to the coastline ways created by close-areas.pl
to "emulate" what Frollo would normally do, but it works (I'll upload
the fixed Portsmouth tiles as soon as the dev server wakes from coma).
I will upload the version to SVN after a few more burn-in tests but I
am not 100% happy with it. At present, "emulating Frollo" is just to
insert a special attribute whenever a closed sub-path begins. But it
does create a dependency, and future changes to Frollo will need to
be mirrored in close-areas.pl. It would be more elegant to have
Frollo run on close-areas.pl output.
We can work with this for now, but if 80n gets Frollo to not mess up
very long ways, then we should switch back I think.
