[OSM-talk] Mapnik layer now displays buildings and holes in polygons

I have made an update to the Mapnik layer rendering to include a generic
building=* rendering rule. 

The import process (osm2pgsql) has been updated so that it understands
ways consisting of clockwise polygon with anti-clockwise holes. I
believe Osmarender uses the same convention.

One example of both features is Buckingham Palace which is a building
polygon with a hole for the courtyard:

Not all zooms have been re-rendered to reflect these changes yet.
