when did you last look at it?  the most recent TIGER version
(2006) grew quite a bit over the previous versions, largely (as
far as i can tell) due to waterway accuracy improvements.

but i wasn't just asking about water -- TIGER also contains a lot
of other polygons (airports, parks, etc) that would be useful.
