How about normal URLs?
Your offline, mobile app can easily grab the pages for offline use.

And in case of links to wikipedia.org anyone can edit them (when online).
Why bother creating own system (attracting editors, fighting spam...)
when one, with a friendly license already exists.

Heck, you could additionally also grab geopositioned articles from the
wikipedia and include them even if there is no POI in OSM DB.
