Yes, I have a major concern about this proposal, basically the "under
construction" concept is very certainly not limited to landuse!
There are three more or less identical proposals which should be solved
here (or at least we should have an idea to solve it):

(which is more or less identical to Building_site - probably page should
simply be deleted)

(construction of railway / highway)
So at least we have basically the same situation for railways and
highways being under construction (and probably much more?). I don't
know if this should be tagged with highway=construction,
railway=construction and probably a lot more such tags, or if it would
be better to have highway=primary, under_construction=yes (or something
like that). In most of the cases you'll probably know what the
construction will end up.
What I would like to avoid here is putting some "construction concept"
for landuse into map features where we already know won't fit well into
other construction sites ...
