I don't think we should be mapping construction sites in general. A
construction site is only a transitory state between 2 other states
(e.g. the old building and the new building). We should be mapping the 2
states and using start_date and end_date to mark them.
I'm wondering about extending the date tags so that we can put
start_date=future to mark something that is under construction and will
take an unspecified amount of time, and end_date=past for something that
has gone, but we don't know when it went. This should cover all
under_construction cases.
