I think it would be useful to know who has right of way at any given
junction; this may not alway require mapping the actual "signs", just
the abstract concept of right-of-way, together with sensible defaults.
In Germany, we have tons of different rules:
1. You might be on a "Vorfahrtsstrasse" ("right-of-way-road"). This is
a property of a road, not of a given junction, and gives you
right-of-way at every junction until the status changes. This has
nothing to do with the road being primary/secondary/whatever.
2. You might be granted right of way for one junction specifically, by
a right-of-way sign posted there.
3. In roundabouts, traffic inside has right of way.
4. In absence of any signs, you have to yield to traffic coming from
the right, *unless* the road coming from the right joins yours by
crossing an "abgesenkter Bordstein" ("lowered kerb"?) which gives you
right of way.
5. probably myriad others.
It would be hell to have to tag every intersection with some right of
way tags or relations but I guess it will be difficult to define
sensible defaults, especially if they are to be used in other
countries as well.
