[OSM-talk] Fixing duplicate nodes/ways

Yes, you can. There is one bug in bulk_upload that I stumbled upon that 
I am planning on fixing at some point this week (has to do with how it 
handles a negative id'd entity that also has action='modify' on it), but 
it should be able to upload the vast majority without problem. I 
typically pull the file back in josm afterwards and hit upload just to 
make sure that everything did go properly.
