In my experience, that's about as well signposted as many local cycle
routes get! I would recommend tagging it as "lcn=yes", and keep a
beady eye out for any other cycle-related signs or features (e.g.
cycle gaps) within a few kilometres. Often I have found seemingly
isolated signposts are part of a longer route that only becomes
apparent when you join the dots between them. I suspect that some
organisations (e.g. local authorities) draw their routes on their own
maps and concentrate only on signing difficult or unexpected turnings,
which makes it hard for us to reverse-engineer.

I've dealt with even more scant evidence before than you have here!

I've no idea (perhaps a list admin can comment) but you can always
