Localisations are already available and the disputes wiki page already
suggests using them. The problem is the default. There is no English
for Kosovo/Kosova... which you choose can be political.

Selecting names by language isn't that hard -- the problem is
rendering resources to produce all the different tile sets/tile set
overlays.
