Apologies, I have been following on the mailing list without having HTTP
access at the moment...
Acknowledged that some choices can be politically controversial, I just
want to suggest that the best thing is to show people what they expect
to see.
Rendering resources or HTML tile implementations aside, people who are
of a nationalistic bent and likely be offended would have their web
browsers set to request their local language first, no?
It should be enough to try to make sure that there are appropriate
localizations in each of the local languages at least for places
infected by nationalistic sentiments.
That said, are you sure that Kosovo isn't an English word? I have never
seen Kosova in an English text and even Albanian friends say Kosovo when
speaking in English.
HTML tile support for OpenLayers as suggested by David Earl would seem
to go a long way to reducing the rendering load...
