If you can trace a section of a route (e.g. you see two sign posts with the
same route number along the road where it doesn't look like a cyclist
could/would detour) then I say add that tiny section so it's known something
is there.
If your unsure, or just see one sign you could put on one node 'note=some
cycle route uses this road' so either you can come back on bike or if a
cycling map gets confused where they went it may help.
At least, that's the sort of thing I'd do.
