[OSM-talk] [RFC] Pillbox tagging proposal

Hi,

I don't think I formally announced the beginning of the RFC period, so
I'm doing so now.  Here's the proposal:

There are actually two proposals.  I added the alternate one to address
some comments.  Personally I'd be happy with either.  If we don't come to
a consensus, perhaps when we begin voting we could just ask approval
votes to say which they'd prefer, and pick the most popular.
