I reckon they are saving a local copy of the area, and simply deleting everything and uploading from a local copy, repeatedly.
Clearly this kind of editing can not be tolerated.

Greek Cypriot from the South. The editor in Northern Cyprus has been doing the opposite (removing Greek names).

Disabling accounts has to be our first step if problem edits persist. If that doesn't prove sufficient, then we can look at other measures --
such as whitelisting disputed areas, or putting new accounts into probation in disputed areas.

Seriously, I think this is a task for the Foundation Board, or some committee set up by the Board. Transparency here is very key --
the reasons for disabling accounts need to be made public.
