I've made a suggestion in a comment on the 'artwork' proposal:

    http://wiki.openstreetmap.org/index.php/Proposed_features/artwork

that we remove 'historic=icon' because it's undocumented, but allow an
alternative of 'attraction=artwork;artwork_type=icon' for anyone who
wants to tag religious icons.

Whatever 'historic=icon' was meant for, we either need to remove it or
document it clearly, otherwise it's just confusing.
