Summary: This key would indicate a road or path's official
designation. For roads, this would include motorway, trunk, primary,
secondary, etc.; for paths, it would indicate whether a path is
officially a footway, cycleway, or bridleway. The purpose of this is
to provide a way to unambiguously describe a road or path's official
classification, which the highway key does not do very well.
