Coincidentally, Steve8 and I have been having a couple of outline
discussions for the past week about how to raise the profile of
cartography within OSM - and of OSM within cartography. An Oxford
meeting sounds like an excellent idea and I'd be delighted to come
along wearing both an OSM hat and a cartographer hat.
Worth also noting the BCS/SoC "Map Designers" event at Futuresonic,
Manchester, on 10th-12th May:

(Incidentally... I uploaded a 23Mb public domain Illustrator file to
my webspace yesterday comprising contours, coastline and built-up
areas for the whole of the UK; and posted to Carto-SoC accordingly.
Within a couple of hours I'd had 100 page accesses, a bandwidth bill
from my hosts, and a followup posting from Tim "XYZ Maps" Rideout
telling people to buy his £495 dataset which offered that and much
more. :) I think that illustrates there's a pretty massive appetite
for open data among cartographers.)
cheers
Richard
