Just add notes; mark a node/way/area as "note=whatever". If you have images 
that refer to some nodes or ways, you can mark them as "image=URI", where URI 
points to your local webserver where you have uploaded them.

On the other hand, it would be nice to be able to use "landuse=FIXME" to mark 
areas with work in progress, as proposed.

You just have to tweak the mappaint plugin configuration.
