If this landuse=urban is supposed to be a generalization from
landuse=<all the other stuff> and, for instance, meant for drawing at
zoom levels where a whole city is just rendered as one irregular grey
blob, I't rather not use "landuse" but a different key, because it *is*
different from all the other landuses, more like a default thing meaning
"if you don't have more detailed information, you can render this area
as urban".
