We lack the ability to quickly define a whole city  / town etc boundary 
whcih would alow at lower zoom levels the area of the urban area to be 
marked on the map.  With a small city / town and the Yahoo imagery you could 
probably mark off a city as landuse = urban (though like Jochen I think 
maybe landuse is not the right tag), in a few minutes.  If you wanted to use 
the current landuse = landuse=residential/retail/industrial etc you would 
have to zoom in a lot closer and astart marking many small areas.
