Welcome, Josh.
JOSM links and instructions are found here:
http://wiki.openstreetmap.org/index.php/JOSM
JOSM doesn't do tiling as far as I know, so you may be thinking of the
"slippy maps" that use the pre-rendered tiles from various sources.
Example slippy maps are here:
http://www.openstreetmap.org/index.html
http://www.informationfreeway.org/
http://labs.metacarta.com/osm/
You can select different tile sources by way of the small plus sign in
the top right corner of these maps.
The slippy map source and instructions are here:
http://wiki.openstreetmap.org/index.php/Slippy_map
You'll usually find developers of the OSM tools on irc (and of course
this mailing list). IRC and other coordinates are here:
http://wiki.openstreetmap.org/index.php/Contact
And again, welcome.
