I know we've just had this on IRC :) but IMO "residential" isn't a  
useful tag for route-planning.

If a road is unsuitable for through-traffic, then there'll ultimately  
be tags for speed-bumps, for road width, for speed limit, and so on.  
Similarly, a route-planner wouldn't choose a cul-de-sac anyway because  
it doesn't lead anywhere.

So I'd concur, use "unclassified" and tag landuse/abutters accordingly.
