[OSM-talk] tiles at home low zoom tiles on demand

Hey folks.

I've written a script that will create and upload low zoom tiles on request.

Updates can be requested in the form 
http://osm.bandnet.org/lowzoom/convert.php?x=<x>&y=<y>&z=<zoom>

It's currently linked to from my map tile browser 
(http://osm.bandnet.org/browse/) so you can see the area you're about to 
update.

At zoom 12 a normal update of all 12-17 tiles will be requested but at 
11 and below the image will be updated using the tiles from the zoom 
above, i.e. update at z11 will use tiles from (z12) to create the image. 
The requested zoom tile is then available immediately from the tiles server.

There is a condition to prevent tiles being created in this way for zoom 
12 and above.

My testing hasn't revealed any problem with it (strange output, etc) but 
if anyone notices any issues please let me know.
