In my experience, this problem mostly occurs if you save the JOSM data file
to your hard disk before all the new node/seg edits have been uploaded. If
after you have uploaded you load this same file again in a later edit
session JOSM thinks these are still new nodes and segments and so asks the
server to create new ones again. Hence the duplication.
