Code was recently added that prevents people downloading too much in one
go because the server couldn't cope with the load that created.

It would have to be a lot of smaller requests.

That is definitely the right approach. I think there may be a script
somewhere in http://svn.openstreetmap.org/utils that does it for you,
but I don't know where.
