There's no reason why it shouldnt let you download the data.  Could
you be more specific?  What data were you trying to get at - GPX or
OSM?  Did JOSM give you error messages?  If you were trying to
download the entire UK in one shot, its possible that the server timed
out.

If you are operating on in Unix, try using a tool like curl to
download directly from the API like:

curl -u <username>:<password>
http://opesntreetmap.org/api/0.3/map?bbox=minX,minY,maxX,maxY

and split up the requests into a series of smaller request to reduce
the hit on the db.

Or, download planet.osm, and extract the UK from that - which would
prob be easier.
