yeah, but even if we split it in smaller ways, you need the data of the
area surrounding the way, to be able to mark crossings, bridges, etc.

I think it could be solved by having editors (talking about JOSM in my
case) allowed to download any amount of data. I guess they can do that
in several requests to the server, can't they?
