According to the Wiki INSEE (National french Statistics agency) provides a CD 
with a nice database. The wiki further states:

I don't know wether the licence is ok. I wrote to INSEE and they say : "La 
rediffusion des données du produit, y compris à des fins commerciales, est 
autorisée sans licence et sans versement de redevance. Toutefois, la 
rediffusion du produit en l'état, en tout ou en partie substantielle, 
gratuitement ou contre paiement, est interdite." In english : you can 
ditribute the product, even in commercial ways, without licence nor fee. But 
distribution as is or of a major part of the product isn't alowed. Would you 
think extracting the whole streets would be a major part ?

I don't think the translation is correct: It should be: "You can distribute 
the *data*  (even for commercial means), without licence nor fee. But 
distribution ..."
The new translation is much more encouraging. (seems that the data is public 
domain, but the program itself isn't). Is there somebody already trying to 
clarify this? Otherwise I could try to contact them (again).
Also could the original author explain why the data isn't supposed to be 
modified (which is stated just afterwards)? (or is this the interpretation of 
the previous sentences?)
