Well it already exists:
http://trac.openstreetmap.org/ticket/360

You can log in using your OSM user/pass if you want to add more detail to
the ticket in a comment. A link to the previous mail-list thread wouldn't go
amiss I suspect.

Although the login seems broken at the moment.. it gives an internal server
error. I'm not sure how you go about filing a bug report for that one ;-)
Can someone take a look?
