All I can see is that the way on the A8 is gone and it is only segments
now between Cagnes and Nice Port, but the motorway consists out of more
nodes. Sophia Antipolis look svery nice but I can't say if there has
anything changed or not.

JOSM only uploads new or changed segments but never old ones. IMHO you
are currently the only one doing the motorway and Sophia.

Sometimes it helps to stop and restart JOSM.
