I don't know UK law, but to me it sounds reasonable
* that a landowner should put up a sign and / or a gate + lock if he
wants to keep vehicles / horses of a well established road on his
property. So (c) without the note should also be fine.
* that you may "copy" small pieces of info that you aquired without
and NDA provided you acknowledge the source. The council should be
glad that their rights of way map is still regarded as
"authoritative". That's how search engines and journalists operate. So
(b) is also good.
