There are a similar signs on the entrances to The Arcade in Hitchin. When these
were first put up by the managment company there was a huge outcry from the
shopkeepers in The Arcade, because people took the signs on face value and
ceased entering The Arcade. I beleive the signs were subsequently reworded in
such a fashion to prevent the Arcade becoming a public right of way by default
whilst not scaring off the pucblic.
