I don't know what the original intention of historic=monument was...
could be very generic.

That picture you have I'd definitely classify as a memorial rather
than a monument. I'd interpret it to mean more like random statues etc
that most cities and towns in Europe have scattered all over the

I'm thinking nelson's column [1], the Monument in the City of London
[2], or the statue of Boudica [3].

I can't see a specific tag for war memorials though, so monument might
be the closest at the moment. I think it may be worth creating a new
tag proposal.
